Use /startDayCycle to start the cycle. If you want to set the time to anything, use the console command setHourOfDay(Hour);

The hour must be a number with an even, single-digit decimal. (IE 5.2, 19.8, 10.4) I recommend you don't touch anything else if you don't know any coding. How to set up:

Download Brick_2DMusic, plant the brick Music Brick (Server-Wide), and name it Ambience_Brick!

Also note that you can save the build and load it with the brick and it will work just as fine. If there's more than one brick named Ambience_Brick, the last one will be used.

Do you think possibly you could make something so i could do like /togglerainsound or /togglesnowsound and play each sound and make whatever form of precipitation?
