iirc because we develop in the womb without love which is then later decided. e.g the parts of the richard are the same as on the vagina like the clit being the same stuff as the richard head and what not.

in brief, men start off their life in the womb as females, and grow nipples as a result, but if the y-chromosome activates they don't grow proper breasts
