It's the finger inbetween your middle finger and your pinky

only half-way

i can only lift it all the way when all of my other fingers are lifted

how high are you people lifting it

try lifting another finger, can you lift the same amount with the ring finger?

same, and it's not particularly comfortable

My ring finger goes up slightly less than my other fingers when I try this

theres no muscle in the ring finger so no, nobody can lift if completely, only partially

alternatively, you can put your hand flat on a table with your middle finger curled in, and trying to move your ring finger at all without moving other fingers

there's no muscle in ur fingers
they're connected to muscles in your arms by tendons and controlled like a puppet
your ring finger probably just doesn't have a whole lot of muscles designated specifically to it
