I walk to the subway station every day and I see these morons water the street's tiles as if baby tiles were to sprout.

I believe the goal is to very quickly clean off any dirt, dust and rubbish on the pavement so people don't have to walk in filth.

I'd rather walk on filth than on water especially since some tiles are loose, the water could jump up tp your shirt if your walk is heavy and you didn't notice.

This explains a lot.
Between walking on a tiny bit of dirt and walking on water, I'd prefer walking on the tile with a little bit of dirt. Hell, you could even use a broom to clean them off.
