No. As I said he needs to be leveled up normally just with Max happiness. Like you can't just raise his happiness you have to actually level him up and he will evolve if it's high enough

You can set it to be day time in the DS settings btw

i figured out the problem. i had the time on 04:26 and it took me a minute to figure out what was 4 pm in military time. man i hate military time.
