HELP ME WITH DESIGNING MY FIRST ADD ON

I wanna try and model a moving head light for my music stage thing. Here's an example of what I am talking about: https://www.youtube.com/watch?v=51XvU4fGM-Y

I am such a noob to Blender, Scripting etc... I just need some sort of guidance. This should be an extremely easy "vehicle" to make, it is essentially a tank that doesn't move with a long light beam that glows/emits light.

Also I am on mac, so half the software for DTS etc... is unavailable as it uses windows. I know that there are mac alternatives somewhere I just don't know where to look. Thanks for any help!

Like Badspot said, you should figure out how to make add-ons by yourself. Peek into the code of other people's add-ons, see how they work!
