Every time I try to report something the last posting from my IP was 20 seconds ago, my gmail account is registered to some other forum account I don't know, and half the time there was a post from my IP 30 seconds ago when I try to post. I've changed my password to something else, but...

Someone would have to be doing something on your IP, not your account.
Also, if you try to do something and the error comes up, you have to wait ANOTHER 20 seconds after the new one.
