During the late 1800s, Korea was known as the, "Hermit Kingdom" due to the fact it very rarely engaged in relations in the outside world. I understand how the rest is unhistorical though.

Yeah, that's what I meant. The isolationism is fine. I'm okay with unhistorical stuff when it's realistic, of course (e.g. an alliance between Britain and Germany), but realistically a Korean monarchy would never do anything like that and a civil war would erupt.

germany's government has every reason to care about this, starting with

1) economic interests in the region
2) a declining power
3) european closeness of nobility
4) politeness
5) having opinions

Education programs are started to help poor, uneducated children across the Korean lands.
Korea also demands that Japan removes its troops from the Korean Mainlands or else this will extremely sour relations.
