i guess they don't want to use the nonviolent means of expressing their desire for anti-foreign politics and so they will be put down instead.

thus the chinese military is sent to confiscate civilian firearms and secure military armories throughout the country. soldiers are authorized to shoot back in self defense but will otherwise try not to initiate conflicts. Active rebels that do not already have guns are arrested by police and held until they are sent north to internment camps.

nobody would be upset enough to start a rebellion about the monarchy voluntarily giving up power to give people the ability to make change without spilling blood. There was a constitutional convention and they settled on a constitutional monarchy.

it's probably an attempted coup organized by those who want to usurp power from the new government by those who stand to lose the most from a non-absolute monarchy.
