Definitely a problem with the monitor, not sure what is wrong though. If you can figure out what is wrong with it yourself, you could manually fix it and save money. If not, just send it in.
EDIT: Could be the backlight, but I don't think there would be lines if it was.

I would at least try testing it with another monitor if possible before tossing it, could save a lot of money. Unless you have a warranty, which in that case send it in for them to repair it.
