How do I make bricks public?

Making a MERP and I want people to build on baseplates (not their own), but I don't know how to make public bricks.

pretty sure there's an option to load bricks as public
otherwise you'd need to use a console command to change the brick ownership or use an addon that does it

Build everything (i.e. the baseplates) you want anyone to be able to build on.  Save the file.  Load the bricks as public bricks.  Then, ALWAYS load the bricks with ownership, otherwise they will all become your own again.
