by definition admin application's reasoning is loose
its basically a formal way to say "give me admin"
and admin applications reward people who lie about their recommendations allowing anyone who is a good lair to become admin
admin applications are horrible because of this and shouldn't even be used
When someone submits an admin app, I can backcheck them for any previous dramas, complaints, and general research on the person I'm considering for the position. Admin apps that are alright but seem slightly questionable may be given a trial period as a mod to see how well they do. Also I have removed the ability for regular admins to use abusive commands such as moneyrain and grantmoney commands.
So will it be like iPhone's where you spawned in a gun and killed everyone, or will it be different?
The weapons that certain jobs spawn with are rather weak compared to the ones that can be purchased, therefore making death more serious if you are using decent weapons. Effective weapons start appearing at around education level 5, and even then criminal jobs weapons are rather weak compared to the police weapons.

I can confirm that cityrpgs do need a good amount of admins. It's usually dealing with player questions and complaints or generally being helpful such as helping them out of holes, or directing them to the rules/game mechanics.
