What about this?Someone makes a script to post various versions of this over several lines of chat. It's purpose is to take up space in the chat window and annoy people. Theres hardly any detectable pattern. The only thing it is is long, but what if someone is just telling a long story?
you're asking for a lot here. unless you want to go full-out AI with all the potential downsides to it, you won't be able to detect intent in messages.

i mean, look at microsoft and their twitter bot experiment failure.

stick to the easy, and well-defined stuff. Why do you need such a comprehensive bot anyways?
also if you do make such a comprehensive bot you probably should not write it in torquescript.

How will you be able to detect stuff like spamming the sha1 command which prints out bullcrap like

as for gibberish, you could do a word/space key search (how long the word is, any presence of spaces, number of actual words in the long word if someone's typing without spaces) and just cull the extreme cases (which incidentally also covers extreme letter repetition)

Its not hard to hit the spacebar a couple times when spamming...

Adding a dictionary might help a little, but then you need to account for misspellings, names, and abbreviations.

Best to give them the idea and fix it before they figure it out on their own and abuse it while the admins are away.

If you somehow make an AI that can delete chat spam with 95% accuracy, it would probably be best not to limit yourself to Blockland.

You could lay the foundations here, and you'll obviously need a place to test this on, so instead of someplace big like twitter, why not some obscure indie game that nobody's heard of. If it becomes a success (unlikely), you convert it, sell it, tell about its origins in Blockland, and bam
