Thats how fast my internet is. Im supposed to have 30 Mbps Download and 10 Mbps Upload. That ping does not help.

My internet is randomly disconnecting by now. Steam is not handling it well.

It works for around 5 seconds before it goes back to snail speeds.

There might actually be a shady force behind it in that bell (Another canadian ISP) was making high-quality servers that could only sustain a few people but had the advertised speed and a slow server than can hold alot of people where people were being transferred to that server after some time. The reason why they did this? It costs less! Videotron might have took a page from them.

Is something taking up the bandwidth? You may be downloading something in the background (via steam, usually) and / or somebody connected to your WiFi may be streaming something, like Netflix.

Well restarting the router did not fix it and days have passed really. But i did experience a DDoS on me once and its nothing comparable to what i am experiencing now.

Might be. I will keep that as a possibility.
