at my place you could spar at any level, but they prefer to have white, orange, and yellow focus on technique training instead of sparring. and all of our sparring had to be done with pads otherwise we weren't allowed to make contact

We just use belts to determine rank. It's probably different between Dojos and martial art being taught.
