I'm gonna say that within the next year or two we may see something official

Seeing as The Lab is a finished and publicly available product, they've given out two of their projects running on Source 2 (Dota 2 and Destinations), and they've let vital members of the Half Life staff resign, they're probably closer and closer to finishing up work on Source 2 and releasing it's dev kit in the near future, so they'll probably have more time and more staff members to focus work on what's left of Half Life 3

There is currently no 'official' Source 2 where the public can just go wild making mods with
