Looks like it's available in 30 out of 50 states, but I can't find a source saying that it's mandatory everywhere.

Background checks should be mandatory, but I still don't expect it's going to work. Is it illegal for felons to own weapons in all states or just some?

Some states require background checks for private transactions, but not all.

if the gun is found on the persons of someone who is not the licensed owner, that's a crime afaik. If it's then found out that it was willingly given to them by the licensed owner, I think that's another crime but I'm not sure entirely. but yes, you're physically capable of doing that.
