have you tried ending the cortana process in the task manager, and clicking on the start menu again? (assuming you're on windows 10 here)
You could try turning it off and on again. That or go into task manager and restart Windows Explorer.

Do you have Avast Antivirus?If so, uninstall it. It's what caused the same problem for me.
try windows update, as some driver(s) may be missing. If this doesn work, go to the BIOS and start in safe mode with command prompt to see if all the sys 32 drivers work.
I went into BIOS and then realized I had no idea how to start in safe mode so I left so I could google it and somehow everything works now
