if the cold war never began or ended... then what truly is a cold war? is it nothing more than a thought, an idea?
It's just politics between two countries, really. Both trying to undermine the other's power/resources/government, both by manipulating each others internal politics and their foreign affairs.
The cold war got hottest (closest to direct military conflict) during the numerous proxy wars.
These were mostly civil wars, like Korea and Vietnam, where one side backed one bellligerent and the second backed the other.
Then there were more direct interactions, such as the West providing support to Afghanistan in repelling the Russian invasion.
Kind of hard to start an official war when both sides have nukes.
Thus a cold war conflict.
Hence not an actual war and you're an idiot to say there was never a peace treaty.
And even if there was an actual war/treaty it would have been with the USSR, not Russia.
