Lots of people get banned (such is the way of forums everywhere, people who do stupid stuff get banned.) and come back as alts, Badspot allows it because they're paying him by buying the game for another account. (Anyone who does something too bad will become ban-on-sight though, and sometimes bans aren't permanent.)
