This has been asked many times before, but admittedly - searching for "making add-ons" returns so many erroneous results I hardly blame you for asking again.

Here are the general programs you'd want for each aspect of modding (* = free):

Music/Sound Editing: Audacity*
Modelling: Milkshape, Blender*, Sketchup, 3ds Max, Maya.
Scripting: Notepad/Wordpad.
Icon Editing: GIMP*, Adobe Photoshop
