You're talking about assault which was a crime before this article was published. Rape, assault, stalking and (actual) harassment are already crimes. The article is talking about tumblr-tier boohoo stuff like getting whistled at or someone raising their voice at you.

ExactlyI can see this bullstuff being a huge mess for multiple reasons. Now women will be running to the authorities when men simply compliment them on their appearance.
Makes you wonder what counter measures they have in place to make this doesn't happen. (If they have any at all).
