^forget off okay?

So
Few days ago I was downloading but stuff was bedtime, download complete and too lazy to restart and just forced it to shutdown by pressing the start key
or on key. You know the physical button on your PC. I doubt this has something to do with it

Next day windows was doing something, cant remember what and I came to the conclusion to restart explorer.exe. But windows decided to "nah mate" me and I could only elect to end task
Literally everything was forgeted, force shutdown, everything is still forgeted but a little bit less forgeted
Now I cant click on any icon on my taskbar besides my programs wich are pinned and the little arrow

What do?

Things I tried: Google obiously
System restore. Both restore points told me to forget off and failed
Virus scan wich im doing right now
This thing: Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"} wich tells me to forget off with "batch file not found" or whatever

I've yet to still have no problems at all with windows 10.

IT WONT EVEN LET ME DOWNLOAD SOMETHING

Im having a slight feeling this is a virus instead of a problem with windows 10 because literally everything is working besides function of my trying to get it to work, if that makes any sense

Who cares? We don't know if Windows is even the issue.

sounds more like a virus or malware to me. run a scan with an antivirus and an antimalware.

it's obviously user error
but he's done such an abysmal job describing the problem that I don't know how he could expect anyone to help aside from just suggesting a fresh install

booting into safe mode still gave same issues so eh

How the forget did it even forget up so bad
