Hang on... two things. One, I realised this belongs in help. Two, is it only when topics are locked. I mean, I discovered this on Nighthawk's topic today. Is his topic locked currently?

you can not use quote/modify/reply on locked topics
and you cannot use modify in drama/help

Okay. I figured it out. How do I delete this topic? And also, just in case, if I ever need to move a topic to a different category, let's say a request topic in the modification help, and I need to move it to Suggestions/Requests, how would I do that?

only admins can move topics
you can lock this topic so that it gets no more replies and will die off
