The scout finds a great deal of rocky, steppe-like soil near the range of mountains.  From the top, he can see Grenua, and he can also see the fires of barbarian camps to the east.

The barbarians form a small confederation (of unknown size) and enslave nearby tribesmen.  They attempt to rapidly develop.  The evidence of this is observed from the mountains.

Asru is quick to be like, "Wait a sECOND" and sends reinforcements to the warband of a few thousand, sending them east to attack during their rapid attempts at development. Efforts are put towards attacking the fringes of the confederation, to push their population inland while razing what they leave behind to try and starve them out. Rather than directly fighting the enemy, they send out scouts that are to return at particular intervals and be replaced with another to ensure they can be sure when they're coming and retreat before fighting the bulk of the enemy.

Ban Hrvoslav Stasov declares an age of exploration and expansion for neslait. He sends scouts to north, south, east and west.

A tribal confederation to the southeast of Kyrvan invades after hundreds of years of hostility. Masters of horse, they loot and raze everything they come across, burning Telgorod and finally Arkhangelsk to the ground. Fleeing north across the narrow isthmus, thousands are cut down. By the time they reach a suitable new area safe from their enemies, only 163,500 remain.

The natives shoot the scouts for trying to ignore them.  The linguists are not summoned because the scouts were shot for trying to trespass on their land.  While the Óhræddr party figures out what they are doing, two of the hunters run back into the forest, and the remaining two remain behind and scatter.
Call the remaining scouts back and King Styrmir III labels the mission a failure, he requests the departure of a new scouting party to look for land along the northern coast of the large bay to the west.
A gravel road is buildt between Ingólfsgarðr and Járnstad. Although it's very narrow and passes by steep valleys alot of farmers use it because it is the only way to connect them and their farms to the capital.

The Council also has agreed to only levy taxes in the form of Cesk or labor, which it believes will increase the demand for and value of the official currency, if only among clan chiefs, who alone are taxed by the Council (and in turn tax their people).

An armed escort accompanies an ambassador to one of a number of prominent ethnically Avalonian clans to the North not under the authority of the Council (outside of Avalonia's borders) to negotiate its entry into the Council's authority.  The ambassador goes bearing various gifts.  The targeted chief is the cousin of one of the ambassadors to the Council, and negotiations are opening up following years of friendly correspondence between the two.

This succeeds at subduing them, killing many thousands of barbarians.  2,300 slaves are taken.  The remaining living odd 6,420 beg for mercy.

The negotiations start well.  The targeted clans request three days to make a decision.  Upon conclusion, they agree.

With no choice, they accept.  The enslaved are promptly reunited with their families.

The scouting parties encounter a relatively densely-populated area to the west side, and less so on the east.  The inhabitants do not resist as they fear a swift death by the ever-present troops guarding the scouting parties.

The land to the west is fertile and near to the ocean, but is generally swampy.  The land to the east is fertile, less so than in the west, and consists of rolling hills of plains.
Attempt to communicate to the people in the west, and scouts in the east should attempt to settle the lands.
The natives in the west, if it is possible to communicate with them, are asked if they would like to join our great nation. If they accept, they must give up their previous religious beliefs and worship the state religion. However, by joining, they will be under full protection of the Alardian military, and will be allowed to move anywhere they want in the kingdom.

If they refuse, the scouts are to head back home, and come back with a larger force of 5,000 men. If they still refuse, they are to be cut down.

Asru sends some scouts east and west to survey the land and plan further expansions for his people, again.

The slaves left over from the earlier conquest are sent east to help with the construction and settling of their new people.
