A drinking song. One used as a sobriety test because of the difficulty of singing it.
Further, while The Star Spangled Banner is "wow, we won this battle and the flag survived," America the Beautiful is more about the freedom of the land. Sure, it references God, which edges onto separation of church and state, but there are several other mentions, added during the cold war to show those godless soviet bastards. Plus, it could easily be modified.
