If the fall was long enough, could he have been shot on the way down?

not from the ground.

Did the penultimate jumper shoot him? Or one of the firefighters on the way down?

One of the people that jumped before him left a gun in the fire. As it heated up, the gunpowder exploded, sending the bullet into the man just as he jumped.

while it is possible that one of the jumpers had a gun, the gunpowder wil not explode due to heat or flame alone.

maybe one of them dropped it to hold onto the net and it hit its hammer and that triggered it to fire? ;P

too implausible and does not qualify as a murder.

the man would not have survived long enough to jump off after the penultimate jumper would jump off.

this just in: gunpowder no longer acts anything like gunpowder

My theory is that the second to last jumper shot the man and then jumped. The last jumper didn't jump, but instead fell into the net.

Perhaps someone shot him then lit the building on fire to cover up evidence?
Edit: nvm fire is unrelated
Perhaps a gun was dropped and it discharged on the fall shooting the man before he could escape safely?

a human hand must have fired the gun.
