they wouldve been evacuated by now if the russians didnt bomb their evacuators

also during wartime armies are explicitly instructed to let humanitarian aid come through. even germany let red cross provide aid to jews in concentration camps. killing humanitarian workers and civilians is something genocidal regimes do for sport
