I think his point is two-fold; Part A that the sky is itself just reflecting light that bounces off water which is what gives it the blue-colour and so the sky could theoretically become any colour depending on what is in the environment for light to bounce off, and Part B is that light/colour is down to an individual's perception based on their physical eyesight and how their brain processes information, as we know from people who have colour-blindness or those who can see wider spectrums of colour.
