The proposal is for the ROC to take control of the mainland and that the UN is to help or not oppose making sure it happens. It would also call for the PRC to renounce its title and join the ROC, switching from communism to capitalism and it's government taken control of by Taiwan. The ROC is obviously not going to take control of the mainland without an invasion of the PRC
Also I feel like I shouldn't have to say this but it was literally an edit of my proposal and a joke, holy stuff
