the colombian government has been fighting a marxist-leninist terrorist group known as FARC for the past 52 years, seeing nearly a quarter million casualties (many of which civilian). a few weeks ago, the colombian president and ringleader of FARC met and ratified a peace deal. many nations had pledged large installments of money to be gifted to colombia to help with rebuilding (the US pledging some $300 million, for example) and the world bank had offered to drop loan interest rates from 4% to 0.5%.

however, unlike in the US, where the senate has the final say on treaties, in colombia it is the people. and the people voted 50.2% NO to 49.8% YES -- a difference of 63,000 votes in a total count of over 13 million. in other words, the acceptance of the deal by the president has no power -- it is the referendum. the rejection of this peace is a shock to everyone, as even FARC began packing up their bags and returning land to the government. looks like peace won't come today, however.
