Page said that one of the parents being a single mom couldn't control their kid at all. I would say the blame goes to the parents, usually these sorts of things come from abuse or neglect, but I could be talking out my ass here.

This is how many kids in the new generation behave, sadly. I remember seeing the behavior of the underclassmen in my high school and middle school. It was almost barbaric.
This isn't new in the slightest. It's exceedingly uncommon, but it's not something new that's a result of the culture of this generation.

For those unfamiliar with how societies can handle the extreme crimes of the very young (which is to be expected as it's very rare), I recommend you look into the Murder of James Bulger.

This was the murder of a 2 year old, stolen away by two 10 year olds, in the UK.
The case brought about massive controversy and discussion over how the very young should be tried.

No, he's not.  Statistically, parental upbringing or lack thereof have a direct correlatory relationship to child development and behavior.  At ages 9-11, this is very much related.

In any case, the parents need to be chewed out for not keeping such a tight leash on their kids.

Yes and no.  While some people might be more inclined to malicious behavior due to personality or the much more uncommon brain defect, it has to do with what a child has been permitted to do.  Children learn by feeling out their surroundings, and that includes what their parental figures permit or enable them to do.  Most serial killers have some past of animal abuse particularly during childhood and adolescence.

Although fiction, another comparison is perhaps absolute enablement and necessity to do harm to animals in Lord of the Flies, though this is mere conjecture.

While I feel that punishing these children would be just, it would also be incredibly unfair to them and their futures. I don't know what the plans for judicial punishment are, but I hope they are not more severe than juvy. Even then, being known as "the nine year old kid who set somebody on fire" would be more than enough to ruin your reputation.
