How do you package addons?

I've been trying to make my colorset ACTUALLY downloadable.
I can't find a way to package the colorset and I've been trying to package it for 10 minutes.

download an existing colorset as an example
rename it to be what you want
change the files inside to be what you want, in this case the colorset.txt and the description.txt

this should result with your colorset packaged correctly
