It's heavily dependent on what's being done by the offender. Just saying words is definitely not grounds for criminal offense. Take the forums for example. However.. Things like doxs should be somewhere nearer to that of a criminal offense. It's a heavy invasion of privacy. Nowadays, technology allows people to get an insane amount of information about a person, and can end up ruining someone's life because of it. See: SJWs contacting people's employers to get them fired, people sending SWAT teams to other people's houses that could potentially end negatively or get someone hurt (or distract SWAT teams from real situations).
If it's just words, no, but if the offender is actively searching the other person's personal information out, distributing it with the intent of harm, and doing harmful things with that information, yes.
