If you mean just generally immoral activity, maybe read The Prince? I don't remember much about it from highschool but I recall it discussing the "greater good" and stuff.

Anyways, I think anything that benefits everyone is ultimately good.

i'm not arguing that i'd rather corruption favor the general populace than the higher ups
i'm just saying that corruption can't, by definition, benefit everyone

I think what OP means is that if a politician is doing shady, potentially illegal stuff behind the scenes, but he's doing it to benefit the people and in the end it only helps the average person in the country.

Like I guess for an example if a politician is laundering money but he's putting the money towards a social project that is beneficial to everyone and wouldn't get funded otherwise.

sure it's relevant. very few republican stances involve benefiting everyone. they generally prefer to benefit rich straight white guys, and pretty much forget anyone else exists (or, often, punish them for existing in a way they don't agree with). take the opposition to gay marriage, for example. there is literally no way, through any stretch of the imagination, that you could genuinely think that helps everyone
