Sometimes it'll block an avatar on the grounds of the program you used to edit/make the avatar. SFM has a problem with Photoshop in almost every way. Idk about CloudFlare, but it may be worth copying the image data (going into the image with the original program, select the entire image with the marquee (or just ctrl+a), copy it) and pasting it into a new program like Paint.NET, then saving it in the new program. That solved an issue I had with a photoshop image I was trying to upload and it was blocking.
