Yeah in some of the street racing games, nfs hot pursuit and carbon had these scenes if you got arrested / caught someone

If you get caught. NFS Most Wanted contains a police woman who beats you senseless, and the Carbon ones have the protagonist growing some major balls, but they're nowhere near as funny as watching a cop loving slaughter a dude in an SUV, followed by his team beating up said SUV;

Well then it makes sense that they are portrayed as being so brutal. They are the 'bad guys' so they have to look bad.
