Uh so I found my old laptop which I kinda want to use again and I decided to reset it and now it's stuck at 2%. Is it OK to turn it off and on again? I'm on Windows 10 Home, 32bit I think.

A battery can always be recharged if you have the proper charger

Even if you tried to restart it on 2% and it turned off the computer would be relatively fine. Just keep it plugged in while you do it.

take out the battery and plug it in. then it should be running on wall power alone and you can do whatever you want to do without worrying about it, and put the battery back in when you're ready

I'm saying the percent it is at on the reset screen -NOT THE BATTERY- is stuck at 2% PROGRESS. I turned it off anyways and then it got up to 8% and got stuck again. Turned it off again, and now it won't go past 1%.

if it's that much of an issue, find the laptop model and buy/burn a recovery disc, depending on if it needs to be bought or not, respectively

Attempt some patience perhaps. Sometimes loading can take a long time. I'm sure if you let it sit for long enough it will eventually finish.
