pretty sure you gotta be 18 for that
(technically you gotta be 18 to use paypal at all but they don't really look into it until you do something like try to transfer from paypal balance to a checking account)

you generally must be at least 18 years old to open a bank account, of any kind, and a paypal account is a bank account (so is a credit account)
