The Popular vote doesn't matter,  and we as a country have decided, in our form of democracy, it isn't mob rule representation, or an equality amongst states in their ability to vote form of rule either. Rather a mixture of the two, so that an over all census across the country, whilst keeping in mind the amounts of people who live in said states, are both kept in mind.

Mob rule leads to the few being ignored, and ultimately ends up in destructive revolutions
Equality in value of votes in an overall state count, regardless of how many live there would devalue the power of a vote, and again would ultimately end up in a destructive revolution, because opinions aren't being heard.

This mixture of the two to decide on what is most certainly an important event, is without a doubt the best solution. Mob rule ignores those who would live in different environments, and therefore have different prospects on what they see to be important. And Equality in the value of votes based on an area, and not on its populous would leave individuals in massively crowded areas feeling unrepresented as well.
