I became loveually active at 13, but didn't have a relation with anyone until I was 18. If I had done intercourse before I turned 18, I would have rather is be with someone who is responsible and experienced (even if that meant they were much older than me) rather than doing the deed with someone equally in-experienced, and having something horrible happen as a result of that. When I was under the age of 21, I drank within the guidelines of my parents. I would have a glass of wine every weekend, and I've never been blackout drunk before. In the same respect, it was supervised by someone who was more responsible than me.
Nobody over the age of consent should EVER take the initiative with someone underaged, that's when it becomes predatory, IMO. The same respect as given to underage drinking, which if done should be supervised by someone responsible.
Ideal is really the key word. Respect and responsibility are in short-hand these days it seems...
