I'm trying to get into mapping for Blockland, but I'm a bit confused on where I should start with mapping. What would you do if you were starting a map with a modern town-like feel?

I usually start with getting some inspiration from real life. After that I usually start with a basic build, after you get that first build done everything else just falls into place.

So get your inspiration. Hell, it might even be easier to look up some Lego building designs to start with.

as an addon or as a build?
you could try laying out paths and boxes for the buildings to get a feel for the scale of everything

I'd start off first with a sketch.  So you have in mind what to build.

i start by building a giant tower, then i place more around, with roads. i take inspiration in the simcity games
sometimes it does something weird :S

This isn't good advice but I start with no design and do it as I go along

You could get some inspiration from actual lego builds and moc's.

make your dupables first if you have trouble coming up with concepts

if you're doing a modern town start with the roads and the layout you want it to be.
Do you want it to be crowded with houses right next to each other, or something more quiet like a little town with few houses near by?

Okay so, start with the roads. Determine how busy everything will be. After you make the roads start with some buildings, i recommend you try making a downtown like area with restaurants and little shops, then expand and make the shops less and less until you get to the houses.
That's what i'd do. lol.

I would start by getting a general sense of scale of what I want to make.

For CityRPGs, what I do is make the map using 1x1s and then run a script to take that map to large scale (1x1 -> 16x16 baseplate) and get an idea of how it'll look in the future
