Hate Crime =/= "Hate Speech"

Threatening people is not Free Speech, or even "hate speech". Rather Threatening speech.

This type of speech is considered to be endangering as  some forms can cause panic, like if someone were to
declare that they had, saw, or believed a bomb was somewhere in an airport, that would be a form of threatening speech.
Someone claiming that they're gonna kill someone for X or Y is a form of threatening speech.
Going to a gay bar and saying "I hate gays" is not a form of threatening speech, no one is threatened. Offensive? only if offense is taken, but
this isn't someone blatantly threatening someones life.

There is a difference between saying

"I Hate gay people"
and
"Imma Kill some friends"
