I think a criminal charge is walking the line a bit but it definitely seems like he should have SOME kind of repercussions, like being banned from facebook. seems pretty minor but it's something at least

He's a piece of stuff but the only crime he committed was leaning into the car to take video. I agree it should be a crime to wantonly allow someone to die by not calling emergency services when you're able to.

Well, do take into consideration that the USA is the land of the lawsuits and you never know if you'll get sued by the person you're helping. I don't know much about the situation in the US regarding this bullstuff but I've seen enough medical articles on cardiac arrest victims sueing their saviors.
