Stuck on Datablocks

Hey folks. Since last year: I've had this problem that players face when they join my server.
The connections for them are fine. The player can download and chat yet; once the download finishes and they
start loading datablocks the screen or such freezes once it's done loading and they never spawn.

They're stuck there forever. Even if they rejoin they face the same problem again.
So i'm curious and want to find a way to fix this. Does anybody know how?

does this happen with non-default addons enabled?
what about if you're hosting on a clean install?
most likely it's an addon you have

That's possibly the case. I'd have to try that method.
