It's typically not necessary. Plus counter-terrorism acts fast. The man was shot and it didn't take half an hour for armed response to arrive, so there are armed police.

But not every officer needs to carry a gun. They make the public uncomfortable and they're a liability.
But if you're in London, around the tube or Westminster then you're closer to armed police than you think.
And if you go to Buckingham Palace the Royal Guards all carry live rifles.

This, quite a few of them have guns.

What happened was the man was probably trying to crash into the gates to get in but he just ran people over and crashed before he could, my mum said something about both the car doors being open suggesting there was 2, on BBC they've said that there are 2 suspects, one who was shot dead and another person unknown who was of a different race.

I think that the police officer he stabbed wasn't qualified to get a gun but maybe not even a parliament officer, but my god is this scary, thoughts to the victims, their families and anyone involved.
