Trying to get the cheapest things that preform well, 60 fps at minimum on modern games, high graphics potentially.  Any suggestions?

Realistically for $400 you're going to get jack stuff that'll run games at 30 FPS on minimum, 60 FPS for super optimized mass-market games (LoL, SC2, etc).  For $1000 you can get something that'll run everything at least on medium (and I'm talking top-demanding games) 60 FPS.

For 500 - 550 you can get a decent pc that can run high - ultra 1080p at 30fps or 60 on lighter games.

400 or less is stuff

You can definitely go cheaper, this is just meant to be a good build with a $1000 budget. Expect to run games at ultra settings 60fps on 1080p.
EDIT: Here's another one, which downgrades the CPU to an R5 1600 but has double the memory and a better case and PSU for future upgrades:

TBH if it's just for gaming, going with an R5 1600x or plain 1600 would be much better and performs the same, if not better (look at benchmarks using the two CPUs)

You could then use the saved 100 dollar for upgrades to the build ;)
