I think it was because the exploit used was found in an NSA database along with other tools and vulnerabilities the NSA can exploit or something like that

Exploits are not made, they're found. Let's say the NSA finds it, and then someone finds it in an NSA leak. That would then be classified as a "leaked NSA exploit"
