You're right, I guess. Whoever shoots first wins in most realistic real-life scenarios, but a rifle on your shoulder wouldn't take any more time to draw and fire than an holstered pistol I would think.
draw time isn't the issue, knowing when to draw isif the enemy knows you're armed, they automatically have the advantage if you don't know they're armed
