i feel like i'd personally avoid a touch screen, but that's just cus i'm a fool that draws with my wrist and lays my hand on the drawing surface, and i don't want to bank on palm rejection to be 100% effective. that being said, if you use a
drawing glove like you probly ought to with a screen tablet, that shouldn't be an issue. keep in mind the I/O you'll need for these too. the 13HD connects via USB-A and HDMI, which you probably have available, but the pro 13 uses USB-C or USB-A with mini display port, which you may require an additional purchase to provide. specs wise, the pro 13 has an advantage in a few areas, but the 13HD has an advantage in others
i'd personally go for the 13HD here and put the extra $200 toward some quality software or other accessories, but if you're already set in that regard, going for the pro 13 will get you a higher quality display, better pen functionality (aside from 5ms slower response time), and the advantages associated with having a more newly released product. if you decide not to tho, it's not like you're really missing out that much, and you're gonna end up with a good professional-grade device either way
